virus? start menu "control panel" link exe's "create shortcut"

everytime I click on START>Control Panel I receive a message box that ask
confirmation of "create shortcut" on desktop. I am unable to locate an issue
with the OS and believe it may be a virus or malware issue. Any ideas?
