Default Control Panel icon missing etc

1. Control panel missing (Start > Settings > Control panel) - i've tried to
add the control panel but failed.

2. Spyware infections - windows security alert keeps popping out every 5 /
10 minutes; anti virus / spyware software has been installed and scanned but
it doesn't work.

I downloaded Bitcomet, Limewire to download movies and songs. I'm not sure
whether these will affect them.

Your post is much too general--specific info is required to help

1. What did you try and were there any error messages? Did you try using
gpedit.msc to see if access to the control panel has been restricted?

2. What programs did you install and what happened? What doesn't work?

On almost any given search on Limewire, there are virus files that are
dummied up to look like the file that you want. You have to exercise
extreme caution when downloading files from an unknown source.
