I am using Windows XP SP3, but I have had this problem since the beginnning
on this computer:

When I use either Paint or Wordpad, all of the pop-up windows are in
Japanese characters instead of English. Most of the time this isn't a
problem, because I can guess what the window is saying, e.g. 'Do you want to
save this file?', etc.

However, today I was pasting an image from Windows clipboard into Wordpad,
and I chose 'Paste Special' to see the options for pasting. A pop-up window
appeared, obviously asking me to choose 1 of 2 options, but it was all in
Japanese so I had no idea what the two choices were.

How can I get Paint and Wordpad to display English characters instead of
Japanese? There might be other Windows applications that have this same
problem, but I am only aware of Paint and Wordpad.

I finally found the answer in another post, although I had to modify the
resolution for Windows XP:

PI2000: Save Dialog Box Displayed Incorrectly When You Quit a Program (KB
249592, no longer supported)

The above KnowledgeBase article applys to Picture It! 2000, which I do not
have, BUT I do have Picture It! Express installed.

Do a system search for the following file, which is installed by Picture It!
and is not compatible with some programs, ie Paint, Wordpad, etc:

mfc42loc.dll

I found it in C:\Windows\System32\mfc42loc.dll

Right-click on the file name and select to Rename the file. Change the file
extension (.dll) to .old. The file name will now be mfc42loc.old.

Restart the computer, and this should fix this problem. It fixed it for me.
Now, when I exit Paint without saving a file, the pop-up dialog box is in
English, not Japanese. And in Wordpad, when I click on Paste Special... to
paste the contents of Clipboard, the dialog box is now in English and I can
read the choices.

I hope this helps anyone else that has the similar problems.

Thanks for the congrats...I tried to rate my post so if someone searches only
for answers with solutions, it would come up in the list. But, there's no
green checkmark, so I guess I can't rate my own post, which is understandable.
