when i try to bring up the task manager, i get a message "task manager has been disabled by your administrator" ok...I am my own administator, and i didnt disable

when i try to bring up the task manager, i get a message
"task manager has been disabled by your administrator"
ok...I am my own administator, and i didnt disable it...but
now that it seems to be disabled how the heck do i go about
EN-abling it again??
