Default ODBC DSNs Not Showing Up

I can "Add" a new System DSN just fine. It tests successfully, then I
save it, but nothing shows up in the System Data Sources list on the
System DSN tab. The space is empty. When I go to recreate the same
DSN with the same name, I get a warning that this connection already
exists, and do I want to overwrite. I can't "see" the DSN from
applications.

I am the administrator on this machine. It's WinXP Pro SP2.

I can create User DSN's just fine, this problem only exists with
System DSNs.

Any tips would be greatly appreciated.
