Default Expand all threads

I clicked on "tools" > "Internet Options", but found that I do not have a
"Read" tab to select auto-expand grouped messages box. Is there somewhere
else I should be looking for this tab?

The Tools -> Internet Options menu affects how IE works. IE is a web
browser, not an NNTP (network news transfer protocol) client. In OE,
there is an option to expand all branches. In IE, you will need to
find an option provided by the *server* program for that function, if
it exists. Expanding all branches is not a function in IE since IE
wouldn't have a clue about what to expand. You will need to hunt
around the server-side options that affect how that web server present
the web page to your browser to render.

I've never used the web-based newsgroups, but suspect it won't be a
browser setting. If the option's available. it should be on the web page.

Assuming you're referring to OE, not IE:

OE Tools > Options > Read > Automatically expand grouped messages: Check.
