Maybe something here.

System Restore fails to restore

See "Troubleshooting System Restore in Windows XP"

This may be what you are referring to:
Go here
http://www.kellys-korner-xp.com/xp_tweaks.htm

Scroll down to #278, Left Side:
Restore/Enable System Restore

Click to download and save the .reg file to your desktop, then right-click the saved
sysrestoreenable.reg file and click Merge on the menu that appears, and OK to the
confirmation message.

Hi,

The "HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Wi ndows NT\SystemRestore"
Key is not necessary for System Restore to function.

Is System Restore functioning?
