Default Battery percentage isn't changing

My battery has been on 3% all day and saying that the charger is plugged in
but not charging. This was the case when the charger was not plugged in at
all, so I plugged it in but nothing has changed. My laptop always hibernates
at about 10% power, so how can I fix this?

Maybe it is a software problem. Have you tried updating to the latest
software drivers for your notebook?

Hopefully it is not a hardware problem.

Contact the manufacturer of the laptop if its still under warranty or let
the batteries drain.
