Windows security center is telling me that “Malware protector is turned off” even though it is on. It also says that I do not have anti-virus software when I do.

Default CMD?

Windows security center is telling me that “Malware protector is turned off”
even though it is on. It also says that I do not have anti-virus software
when I do.
Someone has suggested that my "wmi repository is not consistent" but I am
"denied access" when I run CMD as the administrator and then enter
"winmgmt/verifyrepository" to find out if this is so and
"winmgmt/salvagerepository" to sort it out.
How do I get access?
The problem goes beyond the "security" issue. I also cannot install some
downloaded patches from Microsoft and when I try to follow up on the error
numbers I again come back to “CMD”.

You need to run cmd elevated. Start Orb>Search box>type: cmd
When cmd appears in the Results box above, right-click it and choose "run as
Administrator". Supply passwords if any, etc.

You need to locate cmd.exe, *right* click it, and choose 'Run as
administrator' - http://support.microsoft.com/kb/555962
